Enhance Notice Visibility with Popup Widget for Desktop & Mobile

"It'd be cool to have this as a widget in the ""add new notice"" popup as it's visible on both desktop & mobile as opposed to the widget that only goes on the sidebar or at the bottom of people's profiles."
