That's because it is much more logical and user friendly since the sample of comments displayed are the oldest comments. If it was displaying the newest comments by default then it would have been logical to have the link ""View more comments"" above the list of comments. But as you now display a sample of comments which are the oldest comments then it is much more logical and user friendly to have the link ""View more comments"" below instead of above."
